I think the keys to the shiny new Australia is a big clue into Billy's just plain wrong view of things… Penny's a thoughtful if not naive good samaritan… and he's an evil genius. It would never work. But it's classic Supervillain thinking to believe that the object of his affection will suddenly throw themselves at his feet, and their morals out the door, when he "takes over the world", which was the Bad Doctor's ultimate goal. So he thinks by taking over the world, and giving Penny control of part of it (namely Australia) he will win her. Sad that he's blind to the truth that he was doing a lot better with frozen yogurt.
Lines that I found perplexing were "I love these!" about his abandoned clothes when he was trying to avoid Captain Hammer in the laundromat…
And what did Captain Hammer sing when he took the Death Ray from Horrible and flicked him off?

He actually says "I don't love these!" You probably missed the "don't" part (-:

Also it's supposed to be a joke of sorts. It's kind of an awful movie stereotype that girls fall for guys that buy them expensive stuff. The phrase "hand you the keys to a shiny new car" is common, and so in the beginning of the line it's supposed to make you think that he'll say "car". Instead he says Australia, probably just as a quick joke for the viewer (that made me laugh at least). On a deeper level the line kind of shows just how big Dr. Horrible's intentions are, and what he truly believes he'll get out of killing Hammer (world domination)

ah.. "I don't love these" makes more sense.
and "WAAAYY" I guess that does make sense. I've checked the liner notes, but it didn't occur to me to read the lyrics to "Everyone's a Hero" cuz I understand them pretty well when I watch the flick. So being new to this forum, I hoped someone would know the answer to that one. Thanks!

It's not just going to be Australia but a "shiny, new" Australia; wiped clean just to be her plaything. Whether that means the people will be dead, put somewhere else or enslaved for her pleasure, I dunno. Besides, who doesn't want their very own Australia? (I don't. Far too many people there to rule over… and they're just so friendly that you just wanna cuddle with them like a koala 'bear' until it rips your face off.)

Heh. According to Craig Fergusen (while interviewing Nathan Fillian about Dr. Horrible no less) Koala bears don't get all aggressive cuz they're all high on eucalyptus leaves.

I agree that the phrase comes from "a shiny new car," but that Australia has been substituted due to his plans for world domination.
Also, it has occurred to me that the use of "shiny" might have additional significance. It could also be a reference to the slang use of the word "shiny" made so popular from Whedon's "Firefly" universe.

He finished the song he was singing. "Everyone's a hero in their … WAYYYYY!" He didn't get to sing the last line so he completed the song after being frozen.
