Something I want to see in Act 4 is more information of who Penny was before becoming an activist for the homeless? I think there is a lot of potentional and underlying meanings that could be explored from the very vague bits of information we know about her. We know that:

- She grew up "Lost and Lonely"
- Denied and fired from prior jobs
- She's afraid to show her true feelings to Captain Hammer (at that point?)
- She had a tough (love?) life prior to meeting Hammer ("Years of stormy sailing")
- She claims (along with Horrible) that "There's no happy ending, so they say. Should I stop pretending…"

Much of this can be written off as her being meek when it comes to love but if we create subtext it almost sounds like Penny herself was a failed villian/hero now trying to leave that life behind her. How long do we know that Billy has been lusting after her? I'll give him some credit that he would have at least made an attempt to talk to her within a YEAR. But who was Penny before then?

That would be a fun twist! Not that I want Penny to come back from the dead in Acts 4+ or for time and space to be distorted so that she never died.. but I would love knowing more about her.

A prequel, perhaps?

Yeah, I mean, in the first episode of Firefly, he shot Kayley, and in Serenity, Wash got killed. (Spoiler, so highlight over that to see it. I don't know who's seen Serenity.

Anyway, I like the idea that Dr. Horrible would be kind of haunted by Penny, and she would be his lost conscience or something, reminding him of the terrible things he's done, and the path his life has taken.
